Melin Energy Consultants were appointed by RM Design Solutions Limited to undertake SAP calculations and Part O overheating assessments for a development of 21 dwellings at Malmesbury Field, Basingstoke.
The scheme comprised a mix of 2 and 3-bedroom semi-detached houses and 1 and 2-bedroom apartments. The proposed design featured extensive glazing to many elevations, particularly those facing south-west and south-east, creating a challenging overheating scenario. The development was also designed around low-carbon Air Source Heat Pump technology, requiring a careful balance between energy efficiency and occupant comfort.
Understanding The Challenge
Early-stage assessments identified a significant compliance challenge. Due to the project’s location, the development was assessed using the Swindon weather file, one of the more demanding climate datasets used for Part O overheating calculations.
The client’s preference was to avoid the installation of Mechanical Ventilation with Heat Recovery (MVHR) systems where possible. To address overheating concerns, solar control glazing was introduced into the design. Whilst this improved the overheating results, it reduced solar gains to a level that negatively affected the SAP calculations, creating a conflict between energy performance and overheating compliance.
Our Approach
Rather than simply identifying the issue, we worked closely with the client and design team to explore all available options and help them understand the implications of each approach.
We held detailed consultations with the client to explain the Part O assessment results and provide clear, practical guidance on the available solutions. To support informed decision-making, we carried out additional analysis and produced supplementary reports identifying exactly which rooms and dwellings failed the overheating criteria without MVHR.
We also assessed alternative mitigation strategies, including localised air conditioning systems and other design measures, providing an impartial technical review of each option. Throughout the process, our focus was on helping the client achieve compliance in the most practical and cost-effective manner possible.
Delivering A Solution
Through a collaborative and iterative design process, the development ultimately achieved compliance with both SAP and Part O requirements through the inclusion of MVHR systems.
More importantly, the client was able to make fully informed decisions based on a clear understanding of the technical challenges, regulatory requirements and alternative solutions available to them.

Our involvement did not end with the completion of the calculations. We continue to provide ongoing technical support to the client as they explore potential alternative approaches, offering expert guidance to ensure any future design amendments remain compliant with Building Regulations.
