Photographic evidence is now a mandatory requirement under Part L 2021 for new residential developments. It provides a clear record of build quality, showing exactly how insulation, glazing, ventilation, and services were installed. This transparency ensures that what was specified at design stage matches what’s actually built.

Why it’s critical for compliance

Without photographic documentation, the as-built compliance report and energy performance certificate may be questioned or rejected by building control. Providing clear, accurate evidence ensures energy models match the actual construction, helping close the “performance gap” and preventing issues such as excessive energy use, failed compliance checks, or the need for costly remedial work.

What needs photographing

At minimum, photographs should show: foundations and sub‑floor insulation, external wall insulation and junctions, roof insulation, window and door installations, and installed heating/hot water/ventilation systems with visible make and model labels. Each image must be unique to the dwelling.

What photos need to show

Photographs must clearly document key elements of the build for compliance under Part L 2021. Each image should meet the following requirements:

  • Clear, high resolution to show building components

  • Unique images, one set per individual property

  • Time, date, and geo-stamped

  • Stored in an accessible digital file with clear naming

  • Provided to the first owner or occupier
